I've had a friend tell me he wants to have his hot tub pony panel installed under the deck. Which has approx 30 inches of clearance under it, I do not think you can install it under the deck as the access is limited. A person would be crawling on hands and knees to get to it, let alone to work on it.His reason is 'out of site out mind of the children'. How do I encourage him to not do this aside from saying it's hokey?

Show your friend the code book and take a look at section 26-402.

    Cheers

Thank you for that code rule. It is always a juggling act trying to give the customer what they would like - part of that 'satisfy the customer rule' . Panelboard heights would seem like a little thing but it makes sense once you try to work a job trying to put a panel or anything else too low. Something else that comes to mind is 'readily accessible' although the definition does not include an expression 'to crawl under' to it's explanation of the term. It seems to me that a switch or panel box breaker located under a deck might not be considered readily accessible.
